THUA THIEN HUE PROVINCE SOCIO-ECONOMIC MASTER PLAN

SOCIO-ECONOMIC DEVELOPMENT MASTER PLAN

OF THUA THIEN HUE PROVINCE TOWARDS 2020

(Pursuant to Decision No. 86/2009/QD-TTg dated June 17th, 2009)

 

DEVELOPMENT OBJECTIVE 

1. Overall objective

Thua Thien Hue province becomes a Centrally governed city, center of the Central region and one of the largest country-wide centers for culture, tourism, science-technology, intensive healthcare, high-quality multi sectoral - multidisciplinary education and training.  - To 2020, Thua Thien Hue province becomes an urban center at national, regional and international level; one of the largest centers for economy, culture, science - technology, healthcare across the country and Southeast Asian region. Besides, it aims to achieve strengthened national defense and security, stable socio-political situation; unceasingly improved locals' material and spiritual life.

2. Specific objectives and tasks

a) Economic objectives

- Make effort to gain 15 – 16% annual average economic growth in 2016 - 2010 period and 12 – 13% in 2011 - 2020 period. Rapidly raise GDP/person to keep up and exceed country-wide level in 2006 - 2010 period; reach over USD 1.000 (the USD price in 2005) in 2010 and over 4.000 USD/person (practical USD price);

- Economic restructuring towards industrialization and modernization. In 2010, the economic structure is 48,9% service; 42,0% industry - construction and 12,0% agriculture - forestry - aquaculture. The equivalent structure is 45,4% - 46,6% - 8,0% in 2015; 7,4% - 47,3% - 5,3% in 2020.

- Export turnover is at least USD 300 million in 2010 and USD 1 billion in 2020;

- Make effort so that budget revenue accounts for 13 - 14% from GDP in 2010 and 14% in 2020.

b) Social objectives

- Make basic transformation in culture, healthcare, education and training; enhance residential intellectual; well settle social issues; step by step enhance local mental and spiritual life.

- Decrease the average population growth in 2006-2010 period under 1,2%, annual birth rate 0,3 – 0,4‰. After 2010, the natural population growth is about 1,1 – 1,2%.

- Make effort to stabilize and step by step decrease the unemployment rate in urban area to 5%; raise employment use time in rural area to over 80% in 2010 and 90% in 2020. Raise the number of employee who is able to find job is over 14 thousand/year in 2006 - 2010 period and 16 - 17 thousand/year in 2011 - 2020 period. The number of export labor is 2.000 - 2.500/year in 2010 and 5.000 – 6.000/year in 2020. Raise the number of vocationally trained employee to 40% in 2010 and over 50% in 2020.

- In 2010, the percentage of student compared to population at particular education levels are kindergarten (70%); primary school (99,5%); secondary school (over 99%) and high school (92%). The percentage in 2020 are: kindergarten (50%), pre-school (90%), primary school (100%), secondary school (99,9%) and high school (75%).  Basically complete universal education at secondary level in Hue city and delta districts in 2010;

- To 2010, 98% household access to electricity; 95% household access to hygienic water;

- Limit and make considerable decrease, heading to eliminate HIV/AIDS virus injection and other diseases. Maintain 100% commune-level health care center; reach 12 doctors/10,000 people in 2010 and 15 doctors/10,000 people in 2020; reach 37 beds/10,000 people in 2010 and over 40 beds/10,000 people in 2020; the percentage of malnutrition children under 5 years old is under 5% in 2020.

- Poverty rate is under 10% in 2010 and under 3% in 2020;

- Enhance the quality of activities in culture, sport, radio and television in province. Rapidly train, foster human resource, accelerate provincial strong and traditional sports to catch up with regional and country-wide progress.

c) Environment objective

- Forest coverage is 55% in 2020 and over 60% in 2020;

- Protect environment in ecological zone, avoid surface and underground water source, protect coastal forest and lagoon ecology;

- Urban areas, industrial zones, industrial cluster and handicraft villages are required to process wastewater, gather and treat solid waste in accordance with the relevant regulation before to the environment;

- Prevent and limit the maximum of natural resource exhaustion and pollution, impacts resulting from typhoon, floods, etc.
