Thua Thien Hue province ranks first in province-level digital government

Speaking at the conference, Deputy Minister of Ministry of Information and Communications Nguyen Minh Hong kindly informed that the Party and Government have always concerned about IT application in State agencies to streamline apparatus, effectively run, and serve people and enterprises in recent years. This aims to promote digital government development as well as national competitiveness in international integration context.

According to UN report on digital government development in member countries, Vietnam has made great strides i.e. shifting from average E-Government Development Index (EGDI) group to high EGDI group, rising 10 places in common list and ranking 89/193 among countries and territories. In Southeast Asian region, Vietnam ranks 6 in general development index and 4 in online services index.

In an attempt to achieve objectives set in Resolution No. 36a/NQ-CP of the Government on digital government i.e. "Vietnam is one of the three ASEAN leading countries in online service index (OSI) and digital government development index (EDGI) of the UN", government and agencies at all levels need to closely coordinate as well as make determination to modernize technical infrastructure, electronic system connected from central to grass-root level, powerfully apply IT along with administrative reform and online service level 3,4; promote security assurance and information safety, said Deputy Minister Nguyen Minh Hong. On this basis, National workshop on digital government 2018 themed "E-government development: towards modern and effective administration" provided ministries, sectors, localities and service providers with chances to exchange, assess the situation and set out IT application solutions to develop digital government to improve management capacity of State agencies; enhance the satisfaction of people and enterprises towards public services.

Attending the conference, delegates listened to reports such as Current status, vision and strategy to promote e-government in Vietnam presented by Computerization Agency - Ministry of Information and Communications; digital government to accelerate transparency and accountability presented by the representative of UN development program; Open Data progress: 'Open' government data and enhance accesses to the database for economic growth presented by World Bank Vietnam representative; digital government assists international trade: from technology to policy presented by the representative of Vietnam Chamber of Commerce and Industry; the role of Vietnam Post Office in providing public administrative services and implementing e-government, etc. Of all, the remarkable point within conference progam is the presentation of keynote speaker Phan Ngoc Tho - Chairman of Thua Thien Hue Provincial People's Committee "Establishing e-government in Thua Thien Hue on the basis of modernization of infrastructure, improving service quality and people’s awareness.

In addition to the main report session, other 2 thematic discussions on "Strengthening data security for e-government system" and "The application of e-government solution to reform and provide public administrative services, enhance accountability and anti-corruption" were held.

Besides, Vietnam digital communication workshop will also announce assessment and ranking list of units having excellent digital government index in 2017.

Accordingly, Thua Thien Hue province ranks first in developing digital government among province and centrally directed cities with general e-government  development index of 0,727 (Photo below).

According to Information Technology White Book published by Ministry of Information and Telecommunication in 2017, at least 10.872 level-3 online services and 1.400 level-4 online services in Vietnam have been stably and effectively ran.

Many online services at level 3, level 4 of sectors, localities have been implemented by people and enterprises with a large number dossiers recorded, for example, Public Security Ministry (8,8 million), Ministry of Industry and Trade (772.000), Ministry of Education and Training (270.000), Ministry of Transportation (144.1189); Hanoi city (225.173); Lam Dong province (110.625); Ca Mau province (95.000), Thai Nguyen province (91.201); Ha Nam province (82.000), etc.
